After two months of negotiations by scientists appointed by Uruguay and Argentina, the design of monitoring system to UPM-Botnia is to square. The foreign ministers and Luis Héctor Timerman Almagro decided to meet in Montevideo today to try to overcome the obstacles, but the outlook is not encouraging when taking into account that Uruguayans have rejected every proposal that Argentina did in the scientific committee. The conflict over the pulp mill can not escape the logic of step forward and two steps back.

Since the committee was formed to agree the monitoring plan, 2 September, meetings of scientists held in secrecy to prevent the discussion was done through the media. But despite this precaution, the climate of dialogue did not last more than a day. Before I tell why it is worth recalling some facts.

- The UPM-Botnia conflict for seven years, in April, the International Court at The Hague handed down the ruling that allowed UPM-Botnia continue working, but at the same time ordered that Uruguay and Argentina carried out a joint monitoring.

- Immediately started a debate over how to interpret the ruling. Throughout the month of May there was no agreement, because the Uruguayan court held that the computer to control the river and not the mill. Basically, they would not allow entry to the plant for which there took samples of its effluent.
