The measure was taken by the federal judge Sergio Torres who Poch blamed for more than six hundreds of crimes against humanity committed in the clandestine detention center operating in the School of Naval Mechanics (ESMA).

Among the acts for which the judge indicted Poch is the kidnapping of French nuns Alice Domon and Leonnie Duquet, the journalist and writer Rodolfo Walsh and the young Swedish Dagmar Hagelin.
